Dispute Manchester airport parking fine that was already paid

So my mum got a fine through for overstaying in the short stay parking. This was because the person she was picking up was delayed 1 hour after landing due to no landing crew

She was disputing this with APCOA who have rejected the appeal. She went to the adjudicator who confirmed it was Manchester airports fault for no staff and she should take it up with them. 

However she got worried by APCOA saying that if she disputed it further and failed costs could go up so she paid the £100 fine.

Is there anything she can do to appeal? I’ve since found the template on here but as she has already confirmed she is the driver I assume it’s not valid?

Any help would be appreciated.

    Too late if she paid Apcoa 

    Coming here when the pcn came would have saved her all that money

    Yeah I thought that would be the case. At least a lesson leant for next time.

    Oh no.

    Why?! I don't get why people pay. So sad.

    But obviously, we trust she'll have surely had enough nous to have complained to the Airport, as anyone would have done.

    I think the joint owners were revealed by MPs in a Westminster Hall Debate yesterday. IIRC it is part owned by a local authority who should step in.
