Fraisthorpe beach car park landowner

My partner received a PCN for Fraisthorpe Beach car park. We were there at the time and date stated but I had paid for parking on the Connect Cashless app as the pay information directed. I have a parking receipt in the app. It shows the make, model and colour of the car but not the car reg. I can't remember whether I was asked for the car reg when I downloaded the app and paid for parking. We paid for 3 hours and were there for 2 hours 15 according to the PCN. My bank account also shows payment to Faisthorpe beach car park limited. I've filled in an appeal following the process in the PCN. But having read info here i'm wondering if I should contact the land owner too. My question is how do I find out who that is and make contact?

Google search shows it as Auburn Farm, so possibly them. ?
Seems to be Excel Parking ( IPC. ) and using DCB LEGAL from reports on TripAdvisor2 -
Never, ever use a car park run by Excel.fairies_and_dragons said:My partner received a PCN for Fraisthorpe Beach car park. They are entrapment zones and I thought that dodgy app was no longer being used. When was this?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

They should offer settlement at £20 which none of us agree with but is an option, if your urgent complaint to the landowner fails.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

UPDATE:
I haven't yet contacted the land owner as I have been busy with work and I'm not sure how I would make contact with them other than a written and posted letter.
However Excel Parking Services Limited have responded to the appeal - basically they do not accept the appeal on the grounds of the signage at the car park stating that full and accurate registration number must be entered for the payment to be valid.
I've just checked the app that they provide a QR code for to make payment through and the app does not let you enter your car registration, it only asks for make, model and colour.
They say we can pay the £60 reduced rate within the next two weeks, the full £100 within the next 4 weeks or raise an appeal with the Independent Appeals Service and lose the option of paying a reduced rate if the appeal is not upheld by the IAS.
I will appeal to the IAS - since the app they direct you to use doesn't allow you to make what they claim to be a valid payment. Do anyone have any advice when dealing with the IAS please?0 -
FURTHER UPDATE - I found an website for Auburn farm, who own the campsite, cafe and carpark at Fraisthorpe Beach, they had a contact us email address so I have contacted them.
Upon further inspection of the app - I realise that when adding car it asks for 3 pieces of information
Vehicle
Make
Colour
there's no instructions of what to enter and no validation applied to what you enter. I now assume they expect you enter the vehicle registration number under "Vehicle". However when rushing to complete this in the cold and before we incurred charges for taking too long to pay, I had just put the car model under Vehicle, expecting to be asked for the registration number on the next screen. I believe the app is purposefully misleading and ambiguous in order to trap people into getting it wrong. I wonder if Excel parking Services business model includes a certain amount of income from parking fines

Stop. You are NOT trying the IAS.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

thanks, I started reading more stuff in the newbies section, a lot of it isn't relevant but have seen the advise around the IAS - this company have obviously learnt from previous cases, their signage is clear and large enough, but like many others I didn't read them, I read the ways to pay section and proceeded to pay, fell into the trap of the app that isn't user friendly and probably doesn't meet accessibility guidelines.Coupon-mad said:Stop. So I'm not sure what to do next, it was my partner who was driving and the named keeper of the vehicle, but I was the person who paid and used the app. do we let them threaten to take him to court and then try to defend it @Coupon-mad2 -
Yes of course. Per post 4 and the pictures in the NEWBIES thread.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Excel claim that they are not required to comply fully with the Single Code of Practice until the end of this year, so they will not currently offer the £20 "admin fee".
But the point is that parking was paid for in full, you have the evidence of this and a failure of their systems is not your fault, but scammers got to scam.Always remember to abide by Space Corps Directive 39436175880932/B:
'All nations attending the conference are only allocated one parking space.'
