I live in Scotland and my father has been receiving Attendance allowance at the lower rate since 2023. This recently became pension age disability payment. I’d read the article about councils getting it wrong about council tax discount so tried speaking to my local council. They say that in Scotland only those receiving the higher rate of attendance allowance/pension age disability payment qualify. My understanding is that people on any rate in England qualify.
This seems more than a little unfair. I’ve contacted my MSP to ask why, but any thoughts would be welcome!

Benefit legislation is devolved to Scotland.
The Scottish Government operate stricter Qualifying criteria for caters discount. .
There are benefits in Scotland that England do not get such as free prescriptions, child payments.
Money only goes so far.0
