Dun speeding - 36 in a 30. But cannot acknowledge on portal.

Hi.
Fair cop, guv'. First ticket in 40+ years, and I blame the new car...
Anyhoo, got the NIP, and went on the Devon&Corn Portal to 'fess up, but it would not accept my details; "This licence number does not match the other details you have provided."
Frobtrooble-checked, and won't accept. They have my name and address correct as it is on their letter. And I've rechecked every detail repeatedly, and on different days. 
They say to 'not phone or email if you cannot use the portal', as they'll send a full NIP in 14 days.
Thoughts? This won't count against me in any way, will it - ie that I didn't acknowledge I was the driver when first asked? It won't make them less likely to offer a speed awareness option, for example?

    How long ago did you register the new car?
    There could be a backlog as round here the world and his wife seems to have bought mahoosive new cars. 
    Did you do this at night when the site could have been doing maintenance?

    And to go really old-fashioned, could calling into a police station and explaining might help. At least you will have tried to report it.

    I've had the car for a few months now, and the details on that were correct in the NIP letter. The only detail the portal claimed was incorrect was the driving licence number. Yes, I have a screenshot.
    Frustrating to not be able to email or phone, but that's what they say. 
    I'll certainly complain if it appears to make a difference - I am 'following orders' after all...
    Don't think I'll bother calling in to a station, as it's not remotely mentioned as an option.
    Just wondering if anyone had a similar experience?

    It shows my licence as correct, as I entered on the D&C Police Portal.

    What have you got if it isn't  a "full NIP" (and request for driver's details)?
    Yes, it's a NIP, and 'application for the ID of the driver'.
    It says, We appreciate that not everyone will be able to use this facility and therefore a full copy of the NIP will automatically be sent to you after 14 days if no portal response is received."

    If you are the driver then you need do nothing at this stage.

    The NIP will come to you by default.

    Doing 36 in a 30, D&C should offer you a speeding awareness course. You can do them online or in person in Plymouth - probably other places.

    If the first correspondence does not satisfy the requirements of Section 1 of the Road Traffic Offenders' Act, anything sent after 14 days will not remedy that deficiency as a compliant NIP must be served within 14 days of the alleged offence. But this does not apply to the request for driver's details.

    WIAWSNB - I don't understand what it is that you don't have now which will, apparently, be sent to you after 14 days have elapsed. What is preventing you from responding, in writing, to the request for driver's details now?

    They "are committed to reducing the carbon footprint, and no longer include the notice to be posted back..."
    It adds to not email or phone.

    Yes, this is the process D&C use now. Had one myself recently. Wife ended up doing a speeding course!

    Fortunately the portal worked fine for me as I did have to declare a different driver.
