I do have some experience with working with PP professionally, from a banking perspective. Including portal access that a customer wouldn't see or have access to.

Stating the bleedin' obvious, but if there's a lot of activity in the account it could be missed. The most likely scenario is that the payment got rejected, and when it was bounced back, the amount received back doesn't match the original amount due to exchange rates and/or fees.

Again, since you have spent many hours on this, it will more than likely have been done. But on the slim chance that it hasn't, export the activity around the payment date and a month forward. See if you can trace each action on the activity listing. You might just find a received amount that you don't initially recognise. Do this for each currency too (if there are multiple currencies in the overall account).
There is also the option that due to paying a 3rd party in a different country. It could have hit a fraud check...
If it was just a temporary delay then yes, that might explain it - but the OP suggests this is over 1.5 years ago.

Paypal has a 1.3 star rating on trust pilot, 10's of thousand's of people complaining about Paypal conduct, truly appauling customer service rating. Why do people even use the service???

If you read the reviews literally thousand of people complaining about being scammed by Paypal !
Vast majority have no problems with PP.

You may want to trust an imbecilic company that told me when I made a using PayPal merchant from a UK Amex to a UK limited company that the payment failed owing to international regulations but I don't.
Funnily enough a payment made via their platform did not suffer this fate
As the OP found its the lack of effective UK regulation and their use of stupid bots that enables them to behave as they have done.

OP's issue is with a transfer from a French PayPal account to a UK institution, so if the problem is at the PayPal end then it's unsurprising that it's outside the UK regulatory environment?

IME PP are robust, it's nearly always user error or misunderstanding. Of course, no software is completely infallible. There may be an issue at their end in the OP's example. But definitely the OP should export the suggested activity to csv and go through it line by line (if not already completed).

Quite, PayPal France has a passported Luxembourg banking licence.

Which means the OP should have escalated their complaint to the CSSF (cssf.lu) however if it's been 1.5 years then it's too late.

I'm not sure that taking Nationwide to the FOS was a wise thing to do in hindsight.

You've spent over 60 hours unsuccessfully chasing this. If you had devoted that time to your art, you would surely have recouped more than €860. Sorry to say I think it is time to accept the money is lost.
