RTS meter fitting
E-on want to fit new meters. We have had this before, and because other's are on the same fuse, they couldn't do it without their permission to switch off the power.
They have rang again wanting to do it, I explained the problem and they said have a look at how many people are on the same fuse, and knock on their doors and ask if it's alright.
I explained that he has learning difficulties, and no it's not his responsibility.
So where do you think we should go from there?

In practise these things sort themselves out on the actual day. There is no need for your son to get involved.Never pay on an estimated bill. Always read and understand your bill1

I have similar with EDF. They want to replace my meter. They want me to coordinate a suitable date/time between me, three other households and their meter-fitting contractors.
Told them that if they want to change the meter then they can do the coordinating.
They will now go quiet for another 12 months, just like the previous 2 approaches.1 -
Sadly it kind of is. Unless you or the supplier / meter fitter company can get the council involved to isolate just the one meter. And that could take weeks / months / years.
And your son may already be looking at being billed at non rts tariff rates and a rts meter thst could fail at any time in the interim.
Are we talking a tower block or a tenement with say 6-8 flats ?
If small block could you draft a note asking others for permission to show meter fitter on the day ?
Did the previous meter fitter say how many they would have to cut off ?
You mention learning difficulties, does your son live in an assisted facility of any sort, or does he have a case worker to assist with more complex life issues to enable independent living ?
(Are the supplier aware - son on priority services register etc)
As its a council building, they are likely ultimately resonsible for the supply to the meters, even if used a private contractor or local DNO for in building distribution / meter supplies.
But it could be they or their contractor / dno at their expense presumably would have to be present to isolate to allow meter fitter access to work safely within limitations of their training without that permission from others impacted in block. Which could be all or only some depending on wiring setup
And your son is unlikely to be first or last to experience issues in his block or other similarly wired meters and blocks.

The OPs son is rts - its out of date.
It may no longer being billed on an appropriate tariff if son has electric heating etc.0 -
