Octopus claim my Electricity meter is at the end of it's life.

Legally if you want an electricity supply then you are obliged to accommodate whatever metering equipment your supplier reasonably wants to fit.
The ultimate consequence of your actions might be no electricity supply, or forcible entry into your property to fit a smart meter. Of course, it will almost certainly take a few years to get to either of those consequences, with increasingly strident communications from your supplier along the way.

Get the smart meter and use it the old way?
Nothing stops you to continue making your readings monthly, your tarriff won't change..
It's up to you how you use it.1
