Cold hall (flat roof)

I live in a top floor flat.  The section at the end is a flat roof and as a result the hall is always cold. Is there anything I can in my flat to improve the insulation .

You might have to speak to the freeholder to see if they can do anything to insulate the hall or perhaps they will give you permission to do it yourself through a skilled tradesman.  Generally flat roofs have very little insulation and I'm surprised why your hallway has a flat roof.

It would be the easiest of insulating jobs to attach a 2" thick layer of Celotex or similar to the ceiling, and if this is the reason the hallway is cold, it should be transformative.

There is a radiator in the hallway, layout below. The flat roof is the purple area

We had similar problem, it turned out that the insulation was previously of the bead type and wind had got in and blown the beads to one end, leaving a very cold roof space. We had the beads replaced with celotex and it improved the heat rentention. I’m in a house and the offending room ceiling is a balcony, so it was easy for us to gain access. 

You would either need to get on the roof, and technically that is the fabric of the building so the management company should be the one to do it. You could access the ceiling space from below, without need to consult anyone.

Screw on 2" insulated p'board to the underside. The easiest solution for such a small area.
