Alliance are not members of both AOS and nobody pays them.

Nobody pays Moorside Legal. They are IMHO a joke (new) law firm whose claims are useless. Nobody is saying your wife will have to attend a hearing.

unsuccessfully appealed the other and then paid the fine.
    ...why?

PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Why did we pay the fine? On that occasion we had overstayed by more than the grace time (I think, it was ages ago), so felt like there was nothing we could do. Wasn't aware (at the time) there was further recourse. As mentioned this was years ago now, 1 young kid and another on the way, so paid the fine as we had bigger fish to fry.

At this point is it just a matter of wait for what happens next?

Yes, wait for a formal Letter of Claim giving you 30 days notice, or a Money Claim,  or both, one after the other
