OP what type of dog, how old, how long is it left at home alone on the average day, what stimulation to give him/her when off the lead.  I now have Working Cockers and they in the main want to be with you.  Springers not so much.

Perhaps the OP has the problem, not the dogs? 🤷‍♀️
Many years ago I was having problems with my Springer out shooting basically over excitement.  Spent 40 minutes doing nothing but walking in the opposite direction of the dog as he bombed past, before he stopped and looked at me.  Then the lesson began.  Long and short was there was nothing wrong with the dog it was all me.
    And this ^

I'm not a dog person but even I know it's the owner who needs to be trained, not the dog.

I’m hoping for some advice on a consumer dispute I’ve been unable to resolve.

I paid for a dog training programme in July based on claims that my dog would be able to be off leash at the end. Unfortunately, that outcome wasn’t achieved — my dog is not off-leash capable.

What EXACTLY was agreed and what were the surrounding T&Cs?
Often this isn't a guarantee that xyz will happen, but if not then abc remedies will be applied.

I’ve started a card dispute and requested a deadlock letter. From what I understand, services should be provided with reasonable care and skill and within a reasonable time under the Consumer Rights Act.

Has anyone been through something similar, or can advise whether ADR or small claims would be the best route from here?

Card chargebacks are unlikely to help here, as you did receive something, and card chargebacks rights are very limited, eg was it 0% services rendered. For anything more complicated, you'd have to leave the card payment and seek redress separately.

Consumer Rights Act may apply, to check was this a business-consumer relationship, not a just someone doing it in their spare time?

THe third option is small claims for breach of contract to provide the service and requisite follow ups.
