Private Parking Appeal rejected

Hi, I'm new here and this is my first thread .
My son was parked outside the forecourt of shell petrol station in Luton. I went to the shops at 10.30pm on the 14th July 2025 and he was parked for 8 minutes at the location at which he received the PCN.
5 months later on 17th December 2025 he received the NTK from Universal Parking Enforement asking for £100, reduced to £60 if paid now and decided to appeal it which got rejected. Now they have said he can appeal to IAS within 21 days or pay the £60 by the 05/01/26.
Can someone please advise on what he should do? Pay now or ignore and it risk going to Court. Thank you in advance.

Debt collectors are powerless, cannot do anything apart from send meaningless but scary looking letters

Just a quick one they have photographic evidence of my son leaving his parked car and then returning as well. Does this make a difference to the outcome if they do take him to court.0 -
No. It's highly unlikely to ever see a claim anyway - but please show us both sides of the NTK from Universal Parking Enforcement.

I assume he appealed as driver?
If not, he could string them along at IAS, mainly re the fact the NTK is non-POFA.
Always fun to see their joke template anonymous 'adjudications' but he can't use the POFA if he threw that away by already admitting or making it obvious he was driving.
By all means, he could still string them along at IAS by putting them to proof of prominent signs, if he wants to give it a whirl.
20% of the time, PPCs drop out when people try the IAS (too much like hard work for some) but DO NOT PAY WHEN HE ALMOST INEVITABLY 'LOSES'.

He didn't appeal as a driver just as RK. Any link to a letter template I can use to appeal to IAS. Should I appeal now or wait because I have until the 19th Jan.0 -
There's no template as such but you can find examples on here.
If the keeper appeals to the IAS, it is vital to rebut their usual arguments about keeper liability and to mention that cases such as "Elliott v Loake" are not relevant. The authoritative case is Vehicle Control Services v Edward.
You can add this to the usual points about lack of keeper liability:
"It has in the past been suggested that the criminal law case of Elliott v Loake (1983 Crim LR 36) is authority for a presumption that the keeper in civil parking contract cases is also the driver. However, that theory has long been discredited. Elliott v Loake merely decided that, in a criminal case, where there is compelling forensic evidence that the defendant has lied about various aspects of the case, the fact the defendant was the registered keeper can be taken into account when determining whether the defendant was also lying about who was driving."
