10%+9 is the guideline for courses, so a course will be offered for speeds up to and including 75 in a 60.photome said:

All forces in England & Wales (and Scotland as well, as far as I know) subscribe to the ACPO (now NPCC) guidance on speeding enforcement. Whilst this emphasises that it does not override any individual officer’s discretion it states that in normal circumstances enforcement should not take place below (Limit + 10% + 2mph).

I subscribe to a number of motoring forums and have also witnessed many speeding prosecutions in court. I have never seen a verified case where enforcement has been taken below the guidance threshold.1 -

If the Limit + 10% +2 is ok then always driving at 78 mph on a motorway will be ok as 1 mph under the limit for a conviction.0 -

It isn’t OK. The limit is the limit. The police do not normally take enforcement action below (Limit + 10% + 2mph) for reasons that are explained in their guidance document that I provided. But they can if they want to.
…driving at 78 mph on a motorway will be ok as 1 mph under the limit for a conviction.The limit for a conviction is not 79mph. That is the threshold below which the police will not normally take action. But any speed above the limit is sufficient to secure a conviction provided the police have evidence to satisfy a court that an offence was committed.
