I do worry about how much money has been 'extorted' by the successful cases among these enormous SABA / QDR claims though, especially from people who aren't legally liable (registered keepers).

Some hapless victims will have paid.

How is being a keeper of a car "in accordance with" POFA? That makes no sense. You need to explain liability, not just throw in the the Act into a random sentence.

You are a keeper in accordance with the Vehicle Excise and Registration Act 1994, not that that is of any relevance.

Really, what exactly does this mean?

a: You must pay within 4 minutes and 29 seconds.

b: You must pay by 04:29 that day.

c: You must pay by 04:29 the following day.

d: TFL/saba are 'away with he mixer'.

e: I am an idiot it's perfectly obvious.
