    If it was a section 75 (And I’m not sure where Dr Frank timescales come into this because it’s not down to them) If you are unhappy with the outcome, you can take it to the financial ombudsman. 
    Whether that would then rule you out of a making a subsequent small claims court claim if it was still rejected, I don’t know.
    ETA, just looked and it doesn’t as long as you formally reject the ombudsman findings. 
    You would need to explain your side more clearly than you have on here though.
