They're a bit of a niche product really as most single serve coffee is done with capsules (e.g. Nespresso) or pads (e.g Senseo).and a matching machine....
As an aside, I've used Senseo pads as "coffee bags" to make coffee in a mug. Works much like using a teabag to make tea, but needs a slightly longer infusion.
I don't know how they stack up from a recyclability / compostability perspective, although they do seem very much like teabag material which is generally considered suitable for composting.

Needs to be single use bags for ease as they are elderly with limited capacity
If your relative is wary of using a kettle you can use a pod type machine to provide hot water only directly into a cup if they fancied a cup of tea.

As long as someone filled the water container for them should be safer than using a kettle.

I recently bought some self-fill coffee bags which are compostable (available on both eBay and Amazon) - you add your own preferred ground coffee and pull the drawstring.

This sounds like a good idea.  Are you finding them good?  Do you know if they will decompose in a home compost heap or do they need the higher temperatures in a council composter?

Yes, they are home compostable.  Seem to work well so far.

I have bought the large bags of coffee bags in store at Costco - Percol Americano Medium Roast Coffee Bags, 60 x 8g | Cost...

They are not individually wrapped, you get 60 coffee bags inside the large bag. The coffee bags can be composted, the outer bag goes in with soft plastics.
