Creative/CEL making it even harder to log an appeal

This is nuts
With Civil Enforcement Ltd you now to have submit the PCN details then verify your email address and then await an email with instructions on how to log an appeal
what on earth is that all about- Their website used to be Ok and easy to log stuff but this just seems nuts

I dont think i have every come across anything so convoluted before

    I'll tell the MHCLG. Any attempt to make appeal harder (and more likely missed by consumers) is totally unacceptable, even if they've dressed it up as 'verify your email'.

    This is adding a deliberate extra step - withholding details on how to appeal until the next email - but pretending it is reasonable.

    It isn't. It's totally unnecessary.

    The point is, an appellant (and a defendant in court) can use any email account of their choosing. So can anyone appealing a local authority PCN. The appellant could use a spouse's email if they want. An elderly person may not even have email and would be perfectly entitled to type in their son or daughter's email as a valid route of contact. They wouldn't be able to 'verify' it immediately and may not even be in the same house/county as the main user of the email address.

    Hence, people who have taken a deep breath, gathered their evidence and taken time out of their week to 'appeal' will get this far, then the appeal won't be done because it'll be forgotten later.

    Lots more people will be so delayed they will worry they will 'miss the discount' and will panic and pay because appeal steps are too hard & time consuming.

    This sort of thing needs nipping in the bud and if the MHCLG are adamant about 'non-statutory guidance' for motorists we must have similar in the Conformity Assessment Scheme to spell out what a PPC or their agent must not do regarding appeals.

    @ChirpyChicken do CEL still say 'driver yes or no' on the eventual appeals page? Can you ignore that question, as is a keeper's right?

    You can select yes or no and appeal as the keeper

    I did not "request to appeal" - I appealed.  Get on with it.  Your delaying tactics have been reported to the BPA and MHCLG.
