    • Had this letter from Excel parking , they seem to be insisting the driver is identified before processing the appeal.

      Could I please get some guidance on how to proceed?

    Dear Excel,

    Wind your rogue necks in.

    I am not representing anyone else. This was a valid 'appeal' and the charge is disputed.

    I am the registered keeper and I am fully entitled to appeal against any liability as a matter of fact and law (POFA). It was confirmed by the DVLA over a decade ago, when Excel were BPA AOS members and were made fully aware, that parking operators must not make appeal conditional upon saying who was driving.

    But thanks for your typical 'outrageous scam' reply because a consumer rep member of the Code of Practice Steering Group will now show it to the MHCLG as yet another example of misleading conduct.

    I 'appealed' because I am a reasonable person but I am well aware the whole set up is futile and I will not be trying Will Hurley's non-impartial 'IAS' even if you paid me.

    Excel won't offer the reduced £20 admin fee because they will claim that the current joint code of practice does not fully apply to them.  This reduced charge was previously BPA only.

    "The Code retains a period of transition, requiring ATA members to meet the new standards in full by December 2026."
