Carers element

My partner has been awarded the standard rate to help with daily living needs and the standard rate to help with mobility needs. Does this mean I'm eligible to apply for carers element?

Assuming you are claiming universal credit then yes you can claim carers element as long as you are providing 35 hours care to him per week and no-one  else claims carers allowance or carers element for caring for him. there is no earnings threshold for UC carers element like there is for carers allowance.

I don’t understand why you’ve started another thread when all the advice was given on your recent thread just a couple of days ago. https://forums.moneysavingexpert.com/discussion/6645431/work-capability-assessment-how-long#latest
