Reduction in green energy tax

I have watched martin lewis on tv saying that we could get reduced energy bills which is down to the amount we are charged to build a greeener enery system, (Ed milliband). However will this be only of benifit to thouse that are on variable tariff? I and most beople have signed up to a fixed 12 month term where we are paying this as part of our fixed energy price?
