Selling on eBay £1000 limit

The reporting is at £1700 (it's the "equivalent of 2000 Euros") or 30 sold items. £1000 limit is a different thing entirely and is for declaring as a business, that's within a tax year. The £1700 is, as far as I know, in a 12 month period.
As I said earlier you'd be better asking HMRC for advice, they're surprisingly helpful and would advise you what you'd need to do. They would also be able to clarify whether you would be considered a business or not, it's quite hard to tell from what you've said..3
