Apcoa compalint not success

Thank you for contacting Manchester Pick Up and Drop Off Complaints Department. Firstly we would like to apologise for the time taken to respond. While we aim to reply within the timeframes stated in our correspondence, on occasion delays may occur due to the volume of enquiries being handled. We can only apologise about this delay.

Parking Charge [PCN Number] was issued due to no valid payment for use of the pick up zone on [Date] at [Time 1]. The original parking charge was appealed and then later rejected as the payment that was made was for a trip later in the day ([Time 2 Short]). The appeals team explained each trip requires a separate payment. From your appeal rejection response, you were given the opportunity to either settle with payment, or, if you were still dissatisfied, a POPLA code was provided to further your appeal. Within this response, it did also stated, that failure to take any action within the permitted time frame will result in the case being referred to a Debt recovery agency.

We would like to address the points outlined above.
1. Payment was made (system failure)
On the date in question, [Date], your vehicle made two trips in to the barrierless pick up area at Manchester Airport. The first visit was recorded at [Time 1], the second at [Time 2]. As stated on signage within each terminal, charges apply immediately upon entry and ANPR is in operation.
2. Legal Keeper and POFA-
At the time you submitted your original appeal, you had the choice to select if you were the driver of the vehicle at the time or the keeper. We can confirm you selected yourself as the driver at the time of the contravention, and we are satisfied you were the driver. Due to this POFA is not applicable in this instance.
3. Rectification Required-
Again, as you selected yourself as the driver of the vehicle at the time, we are satisfied by your admission on the original appeal. As the first trip was not paid for in accordance to the terms and conditions attached to this site, the parking charge was issued correctly. It is therefore our position that the Parking Charge was reasonably issued because of the above detailed breach of the terms and conditions set out on the signage at this location. Under these circumstances, our course of action has been entirely reasonable, and our company is legitimately pursuing the outstanding balance resulting from a breach of the terms and conditions attached to our site.
The charge has now been referred to Debt Recovery Plus. Regarding this Parking Charge, please contact Debt Recovery Plus on [Debt Collector Phone Number].

For future,
• A charge of £5 applies for a stay of up to 5 minutes, £6.40 for up to 10 minutes, and £25.00 for up to 30 minutes.
• A maximum stay of 30 minutes is permitted for drop off, and a maximum stay of 15 minutes for T2 west pick Up.
• Payment for a visit to the Express Drop Off/ Pick Up must be made online at pay.manchesterairport.co.uk
• You have until midnight the following day to pay the charge. Payment is made either via the website Pay - Manchester Airport or by calling 03459013318 and selecting option 9.
• Vehicles cannot be left unattended in any of the barrierless areas. All payments must be made by midnight the following day of the trip to avoid a parking charge being issued. Once the payment window closes it cannot be re opened and any payments made after this closure will not allocate.
