Undergoing a pre-tenancy check with a Housing Association and not sure how to answer ASB question

Hi all,

I have had some success with a council housing bid, and the Housing Association is now doing a pre-tenancy check.

I suffer from chronic pain, and a few months ago it became overwhelming, which resulted in my crying out in pain on the odd occasion. This is the first time this has happened in my history of being a tenant, which spans around two decades or more.

I understand one of my neighbours, after hearing me cry out, possibly due to insulation problems, mentioned something to the management company that manages the apartment block, which resulted in the estate agent arranging to visit me to discuss, albeit via a property inspection. I understand, beforehand, that the estate agent spoke to the tenant directly above me (I live on the ground floor), as he also lets to him, who said that he saw an ambulance attend and that I am "obviously in a lot of pain". I understand that that tenant also said that he didn't have an issue. 

I explained to the estate agent that I suffer from one of the most painful conditions, and he seemed quite understanding, and said that I shouldn't worry. He also said that the letter he received from the property management company, which was also sent to my landlord, wasn't very clear. I am not sure what he meant by that, as I haven't seen a copy of that letter. I don't think it is right or fair that people can make these (unclear) complaints anonymously, without even copying me in.

I am now trying to complete the pre-tenancy form for the Housing Association, and there is a question relating to any history of antisocial behaviour. I have not had any action taken against me for antisocial behaviour, but one of the questions is if there has been a complaint of antisocial behaviour with no action taken. I am not sure this applies, not least as I don't think crying out in pain in your own home on a rare occasion can be described as antisocial behaviour, and I haven't seen the allegations made against me, and I am not completely sure that they were allegations of antisocial behaviour. 

I have asked the Housing Association to provide some assistance on this, as the last thing I need is for the Housing Association to contact the estate agent, who may tell them there was an anonymous noise complaint, albeit not a serious one, and for me to be denied a tenancy. However, they have around two weeks to respond, and I have to complete the form in less than a week.

I am also worried that the Housing Association may be draconian on this, but surely people shouldn't be denied a social housing tenancy for crying out in pain in their own homes once in a blue moon. Has anyone experienced any issues such as this?

    I don’t think that remotely counts as anti social behaviour and I wouldn’t mention it.

    Hello, I work for a social housing provider and we would not call this one off episode ASB. It's up to you but I wouldn't include it.

    Sincere thanks. I suppose I could potentially argue that I sought the Housing Association's clarification, but didn't receive it in time.
