EDF refuse to implement an ombundsman decision

We have a 9 hour off-peak tariff (aka White Meter). In April EDF installed a Smart meter with a 7 hour tariff, in spite of written and recorded verbal guarantees that the off-peak hours would not change, and I raised a complaint. After they lied and prevaricated I raised a complaint with the ombudsman, who decided in my favour, instructing EDF to pay £150, install a 9 hour meter and compensate for any excess charges. EDF's reaction was to lie that the tariff problem merely occurred for a week, and closed the complaint without implementing any of the decisions. They are now refusing to communicate with me. I have forwarded all correspondence to the ombudsman, can I be sure they actually have the teeth to force EDF's compliance, or will I need to resort to legal action?
