City Fibre installed one box for four homes on our section of road, impossible to connect to this without digging up multiple driveways requiring homeowners permission.
Vodaphone have sent many communications to connect fibre to home not accepting difficulties outlined.
Would it be feasible for provider to insert another junction box in road to serve my property and how would this be arranged/paid for?

Impossible to say from here, but one way sometimes used is to mole the new duct/ cable from jointing chamber to your property with only a excavation required near entry to your building.

If there is a scar on the pavement outside your property where new ductline has been installed your plan might be feasible, if it is in the carriageway I would have my doubts.

City Fibre have  no compulsory requirement to connect every unit in a road , so if it suits their plans to build access to the ‘easy to serve’  units and ignore the units that potentially have problems, (like passing over third party property to get the the address in question ) they can simply ignore them …obviously they are unlikely to do this ‘lightly’ , but they are not likely to want to get into disputes, gaining wayleaves , chasing third parties, possible payments for access etc , it’s a lot easier to just ignore them .

Most addresses have a council adopted road or footpath other outside their door , the NRSWA gives them permission to excavate in these ‘public’ areas  , if your address were ( for example ) on a shared private driveway , so the same access was used by several addresses and the property deeds allowed for this right of access , this doesn’t give permission to third parties to start ‘digging’ , then if you were the second or third address away from the actual council footpath or carriageway, one or two other addresses would need to grant permission for City Fibre to excavate this shared driveway, chances are CF will consider it not worth the effort to even try .

If Vodafone are saying FTTP from City Fibre is available (because CF have declared the general area or postcode ready) but when you raise an order with VF , it’s cancelled by CF , it suggests that when CF take a proper look , they effectively say ‘it’s not worth our time ‘ ,and there is nothing you can do about that , they are a company free of any obligation to you or anyone else when spending their own money….if you volunteer to pay  any excess costs , get permission on their behalf from your neighbours etc , they would need a way for you to offer that incentive…..if CF have that option it isn’t well publicised
