UKCPS refusing to give POPLA code ?

Hi everyone, apologies for posting a new thread but I am unsure of my next steps.

I received a letter from UKCPS for a £100 penalty with a discounted rate of £60 if I paid within 14 days. I immediately appealed the penalty on the grounds of confusing and misleading parking signs and the only method of payment (Ringo) refusing to accept payment - evidence provided.

I received an email from UKCPS denying my appeal and advising I can appeal to the IAS. After reading over the threads I believed I should be given a POPLA code so that I can put my appeal in to POPLA. I requested my POPLA code from UKCPS and complained that they had not complied with the relevant codes of practise by obtaining my data and not issuing my POPLA code. They have advised the below:

UKCPS Ltd has complied fully with the relevant Code of Practice in obtaining and processing your data.
As stated in our appeal response, if you believe the decision is incorrect, you are entitled to submit an appeal to the Independent Appeals Service (IAS) within 28 days of the date of our response. To proceed with an IAS appeal, you will need your Parking Charge reference number and vehicle registration details.
Please note that a POPLA verification code cannot be issued, as the Alternative Dispute Resolution (ADR) service used by UKCPS Ltd is the IAS, not POPLA.


Are they correct? Is my only route to go to IAS? The threads I have been reading are from quite a few years ago so am I going off of outdated information? 

Unsure what the best next steps are now that I have been refused a POPLA code. It’s worth noting that the only way of communicating with UKCPS is via letter which is time consuming and costly to me at what is already a very stressful time in my personal life so feeling a bit defeated.

Appreciate any advice.

    They are correct, UKCPS have not been BPA AOS members for over a decade,  so cannot and will not issue a popla code.   You are allowed to appeal to the kangaroo court known as the IAS because UKCPS are IPC AOS members 

    I would expect that they have an email address for correspondence

    You have not  -  you will never find that word or the word "fine" in any of their correspondence  -  it is merely an invoice.

    I don't understand why you haven't found the information you need. It's all covered in the pinned Announcement thread for new posters to read first (stuck permanently near the top of the forum) and very similar guidance is published by MSE in a new Guide (checked by Martin Lewis himself) this Summer.

    Just read:

    - the NEWBIES thread (see my signature)

    and/or

    - the official MSE Guide (see link top of page)

    JUST IGNORE UKCPS AND TRACE DEBT. We don't know why you want to do anything. You just ignore this trash.

    Come back if Moorside Legal or other time-waster legal firm issue a claim form. That's the dispute resolution you seek and it's an easier process - and easier win - than any appeal. Completely free.

  • Just last week I attended a mediation phone call with UKCPS's Moorside "lawyers" who were on hold while I spoke to the impartial mediator. Despite me having written confirmation that my car was on the property manager's exemptions list as well as having a bank statement showing I'd paid for a replacement permit (which was late to arrive). The Moorside representative (via the mediator) refused to accept this information and has continued with court proceedings.

    At this point, I'm looking forward to the court appearance.
