Civil Enforcement LTD after DCBL dropped chasing me.

Hello everyone and thanks in advance for any replies.
I have read the newbies thread and subsequent ones I found relevant, however, I feel my circumstances are a little bit different and may warrant a new thread. My apologies if i have missed something.
I was staying in the IBIS hotel last year from the 5th December to the 27th January while I arranged my new home.
Shortly after moving into my new home and updating the details of my address with the DVLA I received notice from DCBL of 5 unpaid parking charges on behalf of Civil Enforcement LTD relating to my hotel stay.
It appears that the initial PCN letters were sent to my previous address, so i new nothing about them, I did not know where I would be living, so I could not have setup a forwarding address.
Regardless, I have invoices for every night of my stay at the hotel which is the contractual obligation to use the parking facilities, I sent copies if these invoices to DCBL and they wrote to me stating they were no longer going to pursue it. This was the beginning of October.
Today 4/12/2025 I received the following letter from Civil Enforcement LTD with the well documented £170 request, but could anyone please help me with the following points of note.
1) It states the incident was on the 5th of December 2024, which does not correspond with any of the dates DCBL were previously claiming parking charges for.
2) The sentences relating to writing to me at this address, pursuant to a trace of your most recent address or moved from original address provided by the DVLA.
Are they trying to claim back for their time spent in pursuing null and void parking charge claims?
3) Further on in the letter at the beginning of the reply form they state;
"If you have any questions or would like to discuss the debt, please call the business that sent you this form as soon as possible"
The form came from CE ltd, are they referring to themselves in the third person? I am probably missing the point here.
4) I have invoices for every night of my stay.
What should I do?

I would message and call the hotel to complain and get them cancelled, always the first port of call.3

1. That doesn't matter.
2. That only matters in the fact that CEL still hold 2 addresses for you ...and you can't leave them with that choice, in case they issue a claim form to the old address.
3. You are missing the point and will not be using the standard reply forms (they're clearly not written by CEL).
This is why we have the LBC reply in the NEWBIES thread post 2. Please don't post it here. We don't need to check it. This is a nothing stage except to get them to erase the old address for every PCN.
You will also receive new letters re the other PCNs that DCB handed back to CEL.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

If I use the LBC reply template in the NEWBIES thread post 2, where do i send the email? to CEL? as Ibis is no longer trading at that address. I have tried to find contact information for CEL with no success.

It wasn't meant as a criticism. I was answering your question which ended with "The form came from CE ltd, are they referring to themselves in the third person? I am probably missing the point here."
So the answer was: yes you are, the form is generic (it's not CEL's work) but this is all a 'nothing' stage except to reply and require them to erase the old address.
And yes, you email it (NOT THE REPLY FORM!) to CEL using one of the many email addresses you'll find when you search the forum for them.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

One more quick question if I may please, using the template below, is the claimant CEL or Ibis hotel?

I confirm that my address for service for the time being is as follows, and any older address must be erased from your records:
[Insert correct address here]
You should revert to your client because the 'propensity to pay' score in my case is zero, so any claim is hopeless and a waste of the court fee (whether 'fronted' by your firm or not). Move on to weaker victims.
The alleged 'debt' is disputed and any court proceedings will be vigorously defended.

You should remove this line:

and obviously remove this!

I have to be brutally honest here, because I don't know if I should be seeking help elsewhere as well.This is not a sob story i just need to know if i should be explaining my circumstances to anyone.
I have a Bipolar and EUPD diagnosis (sort of comes with the territory of my other problems), I was staying in the hotel as I was first in hospital for numerous suicide attempts,then homeless and had to wait for help to be arranged before I could move into where I am now. I do not have any friends or family whatsoever and my only contacts are social workers, CMHT and my GP.
I really thought this had been dealt with when DCBL dropped it, but now it is back and I am struggling to keep my head in a good place, as far as my ideations are concerned.
Does it really not matter at all that I have invoices from the hotel for everyday they alleged I parked against the rules?0 -
its ok i cant deal with these !!!!!!, I already explained to DCBL my mental health issues I sent them copies of my medical stuff and everything. but for £170 they obviously want me to die. I really CBA anymore

So sorry you are clearly feeling overwhelmed but this isn't a difficult stage.
