QDR Sols - Ninewells, Dundee - Employee with Permit : Updated Mar 26

Hi there,

So I work in Ninewells, we own permits and I have received two tickets for "permit not visible". I received the initial Saba Parking letter and promptly threw it out a window. ZZPS then of course decided to get included and I did the same thing with the "admin charge" nonsense. 

Then they sent a Keeper letter to my partner and this has now riled him up. He wants me to pay it. I said no, threw that letter out too. However, we have now received a text from the QDR Solicitors which are saying that it is now going to their "litigation partners" Yuill and Kyle Solicitors. 

They have added a little piece about supporting their client against Indigo Park v Conor Watson, Julie Lindsay and Nicola Mechan and have stated that they will be going ahead with court proceedings as they "know they can win". The "debt" is currently two balances of £130 and I'm getting to the point of just paying the damn thing to keep my partner off my back.

Except, I HAVE a permit for parking in the area. I contacted PALS (Ninewells) who have stated its "not their problem" and "we can't do anything" as I'm an employee. I'm almost certain my permit was on display both times but if it blew off or whatever, I still have that permit.

Am I still to follow the ignore letters even with their "guaranteed to win in court" letter? Should I complain to them and say you cant guarantee the driver / I have a permit for this area. 

I've had a look at the other posts and nobody has a permit already, so I'm a bit confused whether to continue on. That and the fact I have like two of these (maybe three if I have forgotten one!). Every time its my permit not being displayed even though its always on the dash!!

    There's no keeper liability in Scotland (yet, it is on the way).

    Tell the Registered Keeper to continue to ignore or simply write back to tell them that they were not the driver on the material date(s) and that they must cease and desist in contacting them because as keeper they have no part in the matter.  

    These companies will say anything that they think will extract payment.    In at least one of the cases they mention the driver admitted parking and had racked up many tickets.  Their defence was that the claimant had no authority to issue the charges and the court disagreed.

    In this case there is no such liability.  Claims in Scotland are rare.

    QDR wouldn't know how to litigate in Scotland. Nothing will happen. It's all hot air.

    But be aware that keeper liability on private land is coming to Scotland (sometime in 2026 maybe). Obviously laws aren't retrospective.

    Good morning,

    I am continung my previous post. We have since been contacted by QDR repeatedly by text the last few months to read a document on file. Worried that It may be a CCJ court etc I entered the details of my partner and our postcode as that was the name of keeper on file along with our address.

    There was an alert stating "By Clicking NEXT you are confirming you are the intended recipient". In a bit of a panic I just went and did so.

    All of this week I have been getting calls from Wright Hassall (the comedic name is ironic), about paying up this amount and they will send "enforcers" along with other threatening speech.

    1. Did I screw up my case clicking next?
    2. Do you think if I email QDPR stating that I will pay say half because my permit WAS on the window would work? PALS have been useless at our hospital and state that every staff member knows SABA is ruthless (and also stupid).
    3. Since I have two could I just make a payment plan?

    Or am I just stupid, I should ask Wright Hassall to back off?

    Still don’t pay. Don’t contact them. Follow the guidance on this forum.

    PALS attitude stinks as well.

    Can you please record Wright Hassall aka QDR on the phone by putting them on loudspeaker and recording them on another phone placed next to it?

    I really want recorded evidence of lies about "sending enforcers round" and I would send this to the MHCLG. Please get it!

    Wright Hassall according to Companies House is in Administration with overdue accounts. Is the son of Wright Hassall … QDR making these phone calls ?

    Wright Hassall is called WHOPLA because the BPA took them on to act as POPLA. MEGA FAILURE and the BPA dumped them

    YES please get a recording of their rubbish threats and action will be taken
