Parkingeye - neither keeper nor driver, mail assault
Apparently a car I own was parked up on the 21.08.25 and some T&Cs were broken.
Supposedly 4 letters were sent to address no1 with no response.
They then went to Experian and found my detalls and decided I was now the keeper/driver of the naughty vehicle.
I sent a appeal over on the 01/11/25 after receiving two letters to my address. There wasn't really a suitable box to tick so I went with none of the above and a response of "I have no interest in this vehicle, have never owned/driven, stop sending threatening junk to my house".
Their reply to the complaint was "no evidence submitted to confirm T&Cs weren't breached".
I still have the POPLA card to play.
I then submitted a SAR. Nothing useful inside. They have provided address no2 with personal info of a third party, however.
Their reasoning for assuming I'm in breach of their T&Cs is:

We wish to confirm that the response provided below, and via the enclosed documents, concerns the Parking Charge referenced above. This data is provided on the basis that we note that you have already been identified as the registered keeper of the vehicle in question in relation to the date of 21/08/2025 and therefore we can be satisfied, to the standard required, that the data collected and processed in respect of that vehicle on that date is personal data pertaining to you.
We can confirm that your name and address were provided by the DVLA on 25/08/2025. This data was provided as you were identified as the registered keeper of vehicle XXXXXXX in respect of a breach of the parking terms and conditions that took place within Lidl Main Street, XXXXX on 21/08/2025.
**So I'm unsure how they have confirmed I am the RK.
I do have a link to address no2 from my childhood.
What is the best way forward?
It seems that they can attain information far too easily and then just clusterbomb hoping for a hit?
My worry is it feels like it might be difficult to prove you haven't done something / owned a car?
The SAR doesn't include any sources of information linking to me.

Saw examples of this ghost registering a vehicle at someone else's address last week, probably on Ripoff Britain, where a producer pretended to register a ghost vehicle in Louise Minchins name and address
If you dont have an invoice or bill of sale, you are not the owner
If you have never registered the vehicle or driven it then you are neither the Registered Keeper or driver
I believe that you would report it to the police, dvla and the private parking company or authority
The dvla dont do proper checks when registering a vehicle, leading to a rise in this crime
Their confirmation was looking it up on a computer link to the dvla database, same as councils, police etc, so it needs blocking or deregistering at the dvla, to stop future problems2 -
Ignore the parking company for now - you just need a piece of paper from the DVLA as evidence you were never the keeper. See

Is your name common?
Do you know the actual registered keeper ... is it someone related to you with a similar name and the DRA has done a mistrace?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
