Not sure why people are so against storage heaters in bedrooms. As an extreme example, I have a 3KW 1970s box of bricks in mine and it never gets above 14C on the lowest setting when it's just about cold enough to have it on. Without it I'd be waking up to a 6C bedroom in the depths of winter. Plus they are great for maintaining low humidity and keeping a room that contains all your clothes mould free even when on very low.
Plus if/when you find yourself ill in bed (anyone can be struck down with chronic illness at the blink of an eye, even those who never experience acute illness) you'll not want to be freezing or using peak rates on a panel heater.

Our old-style one in the bedroom at the flat leaked enough heat that it just made it uncomfortable sleeping in there. It sounds like yours may only be partially working (a couple of failed elements?) as otherwise it would certainly be getting warmer than that!

I was talking about it when it's on the very lowest setting. When it's on 3/4 you can barely hold your hand on it.

Or need/want to use the bedroom for another purpose.

We were lucky enough to have the option to re-purpose the smallest bedroom into a home office during COVID. All the bedrooms had panel heaters not storage heaters like in the other rooms. This was fine until last December we were moved off THTC with its 24/7 heating rate onto E10 with access to cheap rates only at certain times.

The experience of how cold we were working from home last winter, and the still painfully-high electricity bills even though we were only using the panel heaters at cheap times and wrapped in blankets most of the time, is what pushed us to get round to putting in the heat pump this summer.

In the absence of old THTC-like tariffs with cheaper heating 24/7 I'd want storage heaters in bedrooms as well. They don't need to be on if they're not needed.
