HRP criteria query

After reading info on MSE I checked to see if any non fully paid NI years  could be claimed using HRP. I found 1. This was the year my son was born -  Dec 1988.

After calling the dept I was told I should apply so I applied for  88-89. However, Gov response to my application was negative, stating it had to be a full tax year to claim and as my son was born in Dec and the new tax year runs from April to April it was not a full year.

If this is the case might there  be many thousands of people missing out due to this 1 full year clause? And, should I put in another HRP claim for 89-90 instead, although this year has is a fully paid NI year. Thanks for your kind attention.

    You can only claim HRP for a specific tax year if you were entitled to HRP for the whole of that tax year. Effectively this will always count against the tax year in which the first child was born. 
    If you already have fully paid NI conts for 1989-1990 it's pointless claiming HRP for that year as it wouldn't increase any state pension.
