Blimey. Safe to say that Governments don't really care about the general public, if they see a business generating hundreds of million pounds in profit, they know they'll get at least 30% tax of that. Governments don't really seem to care where or how that comes from, specially nowadays where things are awful as they are. Long gone are the days where they cared for people.
Re my defence, I think I got somewhere with it. Please have a read and any feedback is very welcomed.
So, on paragraph 2 I finished with "they were the registered keeper and the driver"
For paragraph 3 I've got:3. Considering that the PCN refers to 17/12/24 I conclude and state that:
3.1. At the time of the PCN being issued the time allowance was 3h as it was displayed on all signs available at the car park.
3.2. As mentioned on the news outlet KentOnline link “htxps://www.kentonline.co.uk/maidstone/news/two-hours-isn-t-enough-confusion-over-sudden-changes-to-p-321107/” with photographic evidence of the Euro Car Park’s sign outside the St Peter’s Wharf Car Park, the time allowance only changed on the 06/01/2025.
3.3. The British Parking Association’s Code of Practice who Euro Car Parks are a member of and regulated by, state on paragraph 3.4 “Where there is any material change to any pre-existing terms and conditions that would not be immediately apparent to a driver entering controlled land that is or has been open for public parking, the parking operator must place additional (temporary) notices at the site entrance for a period of not less than 4 months from the date of the change making it clear that new terms and conditions/charges apply, such that regular visitors who might be familiar with the old terms do not inadvertently incur parking charges”
Do you reckon this is good to be submitted on MCOL?

In my very long experience of these cases (17 years) his country gains NOTHING useful (and no VAT) from this rip off industry. Maybe a tad of corporation tax but otherwise the fat cats swim in their millions.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I would combine some of those paragraphs to reduce the number, then renumber as 3 & 4, then renumber the rest accordingly
One problem I noticed is the use of " " , they cannot be used on MCOL, so change to a single ' for all of them, you cannot use the following characters

Hey all, happy 2026 🥳🥳🥳 hope you had a great festive season.
As you can see in the image below, I submitted my defence on the 02/12/25 and I was under the impression they had 20 days to reply that would take it until the 22/12?

I received an email from bulklitigation@dcblegal.co.uk on the 29/12/25 at 06:33h stating their client intends to proceed with the claim.
Couple of questions:
1) Are they within the time frame to reply?
2) I think now the next steps would be the mediator phone call and wait and see if they actually do anything court wise?
