Debt recovery letter for airport drop off pcn

Hi, someone i know had a pcn from stansted airport drop off. They have ignored all the letters since and now are getting debt recovery letter.
My question is should he wait for if they issue any court proceeding or contact the apcoa to let them know because of non pofa they can't transfer liability to keeper?
Also what are the chances they will take court actions?

It's a pity the original charge notice was not appealed as it would have been cancelled with a simple "no keeper liability" appeal as posted elsewhere.
APCOA are not known for court action but since the keeper is not liable and the driver isn't known to them, they would have difficulty winning.Always remember to abide by Space Corps Directive 39436175880932/B:
