claim form received and AoS done and defence due on 1st Dec
I've done the AoS. now is preparing the section 2 & 3 of the defence as instructed.
the true situation is I paid the parking fee via app. but when I tried to extend the time, the app was loading & can't be opened. do you think this is a good reason to defence? I have the email proof of the original 1st payment.

It means exactly what it says, if you reply and agree to their drop hands offer, THEY will discontinue and bear THEIR own costs, providing that you agree and agree to bear YOUR own costs, so nobody owes nobody anything

Yes, you can agree and walk away.
This is a new development though. They always just discontinue and the victim is relieved that it's over. Defendants are always advised to complain and seek costs for late discontinuance, but 99% don't.Something has happened over at DCB Legal Towers. Let's see if this becomes a regular occurrence…

Wait for them to discontinue.
Then email the court for any wasted costs as explained on post 2 of the NEWBIES thread!
Unless you have no costs, in which case reply and say:
"yes, as long as you send me a copy of the NoD by return, and if you don't, I will seek my costs".
