If its warm roof, you wouldn't have the insulation backed plasterboard, as the void is part of the warm side of the roof.  In my cold roofs, the electrician did a good job of hacking away big holes in the insulation for the spot lights - are you sure this isn't the same.  Many still work to the theory that the lights could be high wattage halogens, when of course we're on LED now - and such butchery just isn't necessary.
In my limited knowledge of these roof designs, this one doesn't appear to fit in with either.
Yes, if 'warm', then no insulation on the ceiling board. But, if 'warm', there shouldn't be a draughty void either!

Anyhoo, if the ceiling needs upgrading, then the most effective and simplest way is to add insulated board to the underside.

Yes - if its a warm roof, there should be no draughts (and to your earlier point not warm and soggy - its not different to the void between floors inside the house).  So this mustn't be a warm roof, but a poorly insulated cold roof.

Or.... it is a warm roof, but someones (electrician, plumber?) has gone and punched holes in places they shouldn't to run services and not sealed the holes sufficiently.

It'd be good to get a camera into the void to see what really is there (can be had for around £15 on amazon) - or to use a thermal camera to look around the room and see where the cold spots are.
