Help to save earnings criteria

Hi - according to HMRC you need to have earned at least £1 - the situation my brother is in is as follows:
He is disabled and had to early retire due to ill health - he was able to take his personal pension early due to this, which is his income. In additional he gets UC and ESA.
Is his personal pension classified as earned income for the purposes of the Help to Save scheme as it is taxed?
