SIP Parking Ltd - PCN for taking 11 minutes to pay

Hi all, and thanks in advance for your replies, I appreciate the effort people make on the Forums.

I've read through the Newbies section, here's where I'm at:

The car I'm the registered keeper for was left in an SIP Parking Ltd car park - from the time they quote as arrival to the time payment was made took 11mins - find a space, park, get online, poor signal, get payment processed. The car was in the car park for just over 2 hours. 3 hours was paid for online.

I didn't receive an initial PCN letter, just a Payment Overdue reminder 5 weeks after the event saying my appeal opportunity had now lapsed, and they'd very much like £115.

I have lodged a complaint with the landlord of this residential car park but no reply yet. There's no way no to contact SIP other than post. Is my next step to either a) post a written appeal with proof of payment (whilst not admitting who was driving), b) use the template letter to challenge their shoddy invoice attempt, or c) do nothing, wait, see if they invite me to court...

    SIP are quite litigious if you live around Manchester. They don't bother further afield.

    I'd reply, pointing out this is a banned 5 minute rule case and if they proceed they will face a counterclaim for data abuse and will have to travel to Yorkshire.

    Plot twist. Having now heard back from the landowner, SIP Parking is no longer managing the car park in question. 

    I guess this means any leverage the land owner had to act on my behalf, has now gone...

    And any signs that were up highlighting SIP's T&C's have too...

    Yep but my advice is unchanged.

    Yep but my advice is unchanged. 
    Well, no reply from the landowner, so I've emailed SIP using the two addresses provided by Le_Kirk. I've used the template adding proof of payment along with a statement that re the 5min rule and data abuse, though SIP say in their letter it's too late to enter into discussions or heaven forbid appeal (of course they do), and I've had automatic replies acknowledging receipt of the emails, saying if my message is in relation to a PCN it will not be responded to (again, of course they do).

    So I guess now I just wait... ?

    You can add a paragraph in your defence (if it gets that far) that the claimant simply refused to communicate and that emails bounced saying they would not respond.
