Hi all, before I begin I do want to say that I have indeed read all the advice and steps included on the main website as well as the pinned thread here. I’m disabled so I’m a bit unclear still.
I received a postal PCN from a company called ‘Premier Park’, they are a member of the BPA.
As far as I can tell, they have included everything they should and used correct wording in the letter according to POFA. So there’s nowhere I think that I can catch them on a loophole.
The PCN claims that I parked my car for 16 minutes in a private car park without paying.
I do not really recall the day, but I know that I never got out of the car.
As mentioned, I’m disabled. I have quite severe PTSD but unfortunately still don’t have a blue badge. I’ve attempted to get one a number of times but the council want me to jump through endless hoops. I end up too overwhelmed and too exhausted to fight. I fear a similar situation is unfolding here.

I’m pretty sure that I parked up, didn’t dare get out the car and ended up going home. I am not clear on what their grace period is. I’m guessing it must be 10-15 minutes?
Whatever the case, I don’t have a blue badge. I have no way to prove that I never left my car. And even if I did, would they care? Unlikely.
The car park in question is a local park. I assumed the local council owned the land but they don’t. It’s apparently the ‘town estates’ land, I was given their details and have tried to call many times. It always goes to voicemail. I left a message requesting a call back last week. Nothing.
I’d hoped I could plead my case with them and maybe they’d get the charge waived.
I’ve now gone over the 14 day period for the reduced charge. I’ve received a second letter this morning.
Honestly, I’ve struggled to mentally process the information dump online.
Do I bother sending the template provided here? The parking companies online appeals page says that it’s my only chance to appeal and provide all information.
Do I send the ‘one size fits all’ template? Do I edit it and include other information?
I feel that I probably have no leg to stand on, but £100 for 16 minutes? When I’m disabled and on benefits. Struggling to live. When I never even got out the car?
It’s a difficult situation to accept.

Thank you both. It’s so sad that these companies can bully and harass people. I’m sure there are many vulnerable people just like me who fall to the pressure and fear mongering.I do recall receiving a fine from a private parking company over ten years ago and just ignored it. I believe I found that advice on this website. However it seems that the laws around these charges have changed now? That was what confused me.Am I to expect years of letters now?0

Correct, but ignore the powerless debt collectors letters and come back to this thread if or when you receive a Letter of Claim giving you 30 days notice, or a Money Claim, within the next 6 years2

FYI - there is no "fine" involved - merely a speculative invoice issued by an unregulated scammer.
The Blue Badge is not applicable on private land but the Equality Act 2010 most certainly is:-
