Yes certainly the thermal cut-out could be repaired. However that leaves the damaged exterior. I've rung powder-coating services but they don't do storage heaters. I know some people would be comfortable using radiator paint on a storage heater but unfortunately that's not something I'm willing to do.

You also need to try and get those controls working, try a small squirt of WD40 on the shafts.
Use a strong solvent to remove the materials melted to the casing.

As for storage heater vs electric radiator, it might be worth checking the output rating of the Creda heater. It's probably been sized for the space.
A stairwell will make a big difference too. You may find that a fairly low wattage oil filled radiator will need be on almost constantly to have any effect in colder weather.

Thanks to thse wh commented. By way of update, I got the old storage heater taken away and a slim little panel radiator installed. Gives me an excuse to repaint that wall. It's nice to have a little boost of heat in the entry way.Mortgage in July 2023: £84206

Sounds a sensible move.
Much neater hallway, a cheaper resolution (the £undreds you saved from not fitting a new storage rad will cover a few winters of running!), and much more controllable.
What power is it? If no more than, say, 2.4kW, then you could run it via a digital timer (less than a £enner) if you wished, to ensure it only comes on when you want it to. Provided, of course, these are at regular times.

New heater in situ. I fixed the bit of flooring underneath and painted the wall. It's 1.5kw and I only put it on when I'm having guests.
