Is this roofer a scammer?

Hi I'd appreciate advice on this situation please.
I live in a mid terraced property and the house next door has had scaffolding put up for some sort of roof repairs. This scaffolding has been up for a while.
I beleieve the property is being rented.
I was away for the weekend and on my return I had a note put through the letterbox asking me to call the number. The guy said that to carry out ths repair to the neighbours property he will need to take some of the tiling off my side of the roof but suggesting that my side of the roof to be repaired by him to do the neighbours work satisfactorily.
He says my roof needs repairs and I dont have any problems with my roof it's not damaged may be a few tiles out of postion.
I am concerned that he may deliberately dislodge my roof tiles etc. while carrying out the repairs to try and scam me.
What can I do ?

Take photos and make sure it's returned to it's current situation.
