Home insulation query (I think)

HI, i bought my house in 2003 from new. I've had nothing b ut issues from nw on the entire corner of my house (passage where front door is downstairs loo and upstairs directly above - bedroom being cold in winter.)
I raised with builder - i was single at the time and they came and drilled outside next to front door showing me there was insulation and said a few others had complained the same so installed double radiators.
Now upstairs my daughters bedroom is so cold, when we open the door the cold comes blowing out! her room and downstairs develops mould and damp i have to keep on top of. 
My husband has re pointed (hes a pointer) under her window as it had dropped out. we've checked loft insulation is right up to edge and checked guttering isn't full of leaves and then snow today.
But then tonight my daughters room literally leaking in and blebbed her paint. So is  this a insulation issue? Can we just get an injection or something? I mean its blowing cold air in like shes sleeping in an open air room?
I always thought when they drilled showing me insulation it was at door bell height, but how do i know it went all the way up?
I dunno if i can claim for this - insurance - or even what this is?

    The ceiling is harder to tell. Are you sure the insulation goes right into the corner and is of sufficient depth?

    These things are very hard to assess from photographs but I’m really surprised that a house built just over twenty years ago would be so poorly insulated. That looks worse than it would be with a solid 1900’s wall.
  • It's not usually advisable for loft insulation to go right into the edges as the roof space should be ventilated as effectively as possible to avoid damp, and that ventilation is often via the eaves.
  • I didn’t mean right into the eaves, but it should go right up to the wall plate or there will be a cold spot in the corner of the plasterboard.

    We've been in loft seems to be water dripping in somewhere, our xmas decs were wet. I guess this means I'll need a roofer or builder to get in there. Only happened with snow and ice never from rain.

    That sounds like condensation, not a leak then.  Your loft needs to be properly ventilated and my guess is that it’s not.  Either the insulation has been stuffed right into the eaves as casper_gutman suggests or it never had enough ventilation to start with.

    Essentially moist air from the house finds its way into the loft. If the loft isn’t well ventilated this condenses on the rafters and felt/underlay then runs down and finds its way into the plasterboard, typically at the edges over windows or in the corners of the room.

    A Roofer could probably advise you whether it has enough ventilation. Over eaves vents and/or vent tiles should solve it.
