2 x PCN received from LB Havering

Hi,
I went to pick up my niece from Old Church Hospital a week after she had a spinal op, we was told to pick her up from the discharge container which is around the back, never having been to this pick up point before or even knowing it was there, we missed the turning (it was dark and when we looked down the road, we see all the ambulances parked up so presumed it was not that one), once missed we had no other option but to continue into what I have just found out (never realised at the time) was into the bus and cycle section, the turning we should of taken was just before it with no room to turn around,  as soon as i entered it I was able to turn around. I have now received 2 PCN notices, the first one showing me entering at 16.40pm and the second PCN of me leaving it at 16.41.

I have a reduced charge of 80.00 each, i received the letter today 20/11/25 but the letter is dated 14/11/25.

Although i think it is unfair to have this bus section right by the road we missed we had no other option but to carry on.

Does anyone know if i could make a representation on  of the 16.41 PCN due already being charged for it on the 16.40PCN, if i did do a representation and loose, would i still be able to pay the discount price

    Just for clarity, it isn't Oldchurch hospital as that went many years ago and was on a different site- the hospital with the bus lane you describe is Queens Hospital.

    Sorry your right it is Queen, think it is because I've never been there, always associated Oldchurch to Romford (sorry), the turning I had to take was directly before going through where is says Bus Gate (I immediately turned around and exited hence fines for the 16.40pm then one again at 16.41pm, i turned not in the road but into a turning then came back out), what confuses me, you can clearly see on the warning signs this being a bus lane and cycle lanes (as seen in the picture), but to get to the discharge unit we could only access it by this road.

    Having recently had to to use that turning recently (oncology parking is based by the discharge lounge) there is a huge sign but , and it’s a big but, the sign is on the wall at the end of the turn, not at the beginning. I don’t know how to explain what I mean though, imagine instead of a sign saying next turn for discharge lounge, there’s nothing but once you get to the turn and before you hit the bus lane there a sign immediately in front of you but on the wall beyond the turn. 

    So you pass signs for the maternity and A and e slip road and the very next turning is for the discharge lounge, ambulance parking (non emergency) and oncology parking. Immediately after that the bus lane starts, so anyone missing the discharge lounge turn can’t go anywhere but into the bus only lane. Coming out of that area the signs are much clearer with a sign warning that it’s right turn only as turning left is restricted to buses. If you carry on through the bus lane there’s a turn into what I think is Okdchurch Road (near where the old hospital was) but I don’t think the lights would be triggered by a car to allow you to exit. However if you do a U turn then you hit another camera almost immediately going the other way.

    Whether any of this is of any use at all I don’t know , but having spent considerable time there you were not the only car using that bus lane.

    It appears a bus has clipped it the sign and it is tilted on Streetview. 

    If so, appeal on this. They may claim it is sufficiently visible, but head them off and say no, it not adequate as it's width has been reduced by 50% in effect. Use the magic words "the onus is in the council to make restrictions clear."

    Your right once passed you have no other choice but to carry on, I could see there was a car park just on the left as I missed the turning (A) so I turned into the car park to turn around (B), hence 2 Pcns, one for 16.40pm and one for 16.41pm, funny I just sat here and googled the area, I was confused why there was a car park with cars in it, especially if you cannot drive down this road, I was surprised to see that if you entered this road from Oldchurch road (the other end), there are no signs at all , so presume the cars parked in this car park entered it from that end of the road, so which part is actually restricted is it the section that just says Bus Gate ?
