Horizon parking ticket help please

Hello,
I received a PCN from Horizon Parking at Linenhall Car park in Chester, for what appears to be an overstay of 7 minutes. I have tried Plan A and contacted the landowner, Chester Race Course to complain, however their response was that I needed to take the appeal up with Horizon as there was nothing they could do.
I plan on appealing and using the Plan B template, however I was wondering if anyone could help with the PCN and whether it is PoFA compliant or not? I've tried to get my head around all the information and am not sure whether because they have not provided information about the grace period or contract with the landowner that means it is not PoFA compliant?
I was also wondering whether the initial photo of the car number plate not showing the full plate could help me on some kind of technicality?
If it's helpful I can provide a draft of the appeal I am planning to use?

That's POFA compliant.
A PCN can't be issued for being 7 minutes over. Must be something else. VRM typo?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

How long was paid for ? , because it looks like 2 hours was possibly paid for

Well if you paid £3.60 and the VRN was correct I cannot see what this is for, also this is a large car park so grace period should be generous.

I did pay for 2 hours, which is why I am confused by the PCN. It isn’t my car, however I took a photo of the number plate to type it into the machine, so i’m fairly sure it was correct but I could have mistyped it I guess? Can I still contest if that is the case?Unfortunately I didn’t keep the physical ticket as i didn’t realise ANPR was being used and as i didn’t get a PCN on the windscreen I thought it was ok not to keep it, plus I cleaned out the car to give it back a few days later. I can get proof of payment from a bank statement though, which I will include in my appeal1 -
Appeal saying you paid for 2 hours and the PCN cannot be for 7 minutes overstay because that would be in breach of the Code of Practice Grace Periods clause, therefore it can only be a minor VRM keypad error so please identify the payment and cancel the PCN. If rejecting my appeal or trying to make me pay your £20 rip off, I require you to show me the exact VRM input and to explain why you think it was not a minor keying error.
