There's no obligation for a tour operator to offer alternatives at no extra cost in such circumstances - under regulation 11 of the Package Travel Regulations, if they're forced into a change (e.g. by a supplier) then they must give the booker the choice between a full refund or "any substitute package, of an equivalent or higher quality, if possible, offered to the traveller and its price" (where it's also clarified that if the price is lower then the traveller is entitled to a partial refund, i.e. higher prices are envisaged too).

As said in an earlier post, it's not unreasonable to seek to maintain the likes of a free child place and so on, but whether that's likely to be productive is likely to depend on the nature of the package organiser (who might not be an ABTA member).
