PARKING EYE - BARNET HOSPITAL x 2

I'm pretty new to this and have read through the forum however I'm a little confused as to how to go about this. I'll try to keep it structured.
I have two parking 'fines' from Parkingeye from going to barnet hospital.
One of them i appealed but they rejected the appeal, the other one i never appealed and it has been passed onto debt collectors.
The reason it was passed on is because our address was out of date so we never saw the amounts requested.
So one ticket has been re issued and is now the full £100 amount.
The other is now £170 because its added on with debt collectors.
For one appointment I actually was rushed in and kept overnight at the hospital from AandE because i had an infection in my head that where my face swelled up and eye closed shut and had to stay over night on a drip and so on so it was pretty hectic. I have some pretty serious photos which i did supply to parkingeye in the appeal which were obviously rejected. The other i believe was a follow up i just genuinely didn't realise the payment system.
I have not received any letters regarding a CCJ just this debt collection one which says 'therefore non payment may result in a CCJ against you' so no CCJ yet.
I've seen advice about complaining to land owner of the hospital or facilities manager but i can't see how to get their contact details??
And also i've seen advice regarding getting a POPLA ref, but I'm a bit confused as to who and how i need to respond to, in order to get this POPLA ref?
Any help would be greatly appreciated, we've paid so many fines this year before i realised i could use other avenues to properly appeal these.

You complain to PALS but I think Barnet has a parking team. Google it.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Not really! We hate complaint templates (they water down the effect) but you can search the forum for
