DCBL notice received but never received a PCN

I’m so sorry if this has been posted before; I’ve tried to find a post that’s similar but have failed.

My partner has started receiving notices to pay £170 from DCBL for PCNS accrued last November for very short stays in a Mercure hotel car park (although he never went in, he simply stopped for a 5 minute rest), however we have never received the original PCN so have been unable to even appeal it. He is concerned that we will start receiving a number of these notices totalling a large amount.

Is this something we can appeal? Is the fact that we’ve never received the PCNs in the first place a fact to be considered?

Thank you for your advice on this.

    No link. See my signature and read about LBC stage in the second post of that thread.

    The most likely reason for not receiving PCNs by post is registered keeper fault: we suspect you (the keeper) failed to update the V5C logbook address.

    There is no appeal because of the logbook/address error. But obviously you don't PAY!

    You will know that from when you read the official MSE Guide linked at the top of every page. Checked by Martin Lewis himself this Summer.

    Read other threads & learn. 

    Put right the logbook address...! You can get a real fine for that.
