    Almost certainly, yes. And it's therefore a nuisance. 
    Does it affect any other neighbour? Always best in concert :smile:
    How to address? Always with a polite word in the first instance - making it clear you understand the wish for security, and anything that makes the 'hood safer is good by you (your auntie). But... it aims directly at your house, and sometimes wakes you up. And in the evenings it's a distraction when you are trying to settle and relax.
    If that doesn't work, then contact your LA - I think they'd agree it's a nuisance, and will have a word too.   
    It looks straightforward to sort - an adjustable hood so's it cuts out light above a certain level.
