Combining postage for SD sales

I am sure this has been asked before but there have been so many changes recently that I am not sure how to deal with this.
The last time I sold 2 items (SD sales) to the same buyer was a few months ago when only one label was created and both items showed on the order form.
Today I have sold 2 items to the same buyer and it is showing as 2 orders. They are both £2 each and light enough to be put in one envelope. Without SD I would have only charged one lot of £1.55 for postage. This time buyer has paid 2 lots of £2.70.
Do I put both items in one envelope and use only label or send it separately - which is shame as it is such a waste! What will happen to the unused label? Will buyer be refunded?

Unfortunately if they have bought two items without putting them in the basket first then they will pay the two postage costs. Thanks soolin. That is unfortunate - they have paid £5.40 postage - I would only have charged £1.55! Guess I will have to pack them separately.0
