    I was using Kurust to try to stop a car rusting away in the late 1980's.  It's been around for donkey's years.
    It looks like milk.  Scrape away any loose rust, then paint on the Kurust (be careful, it runs easily).  Any remaining rust turns to a hard purply-black film.  You can then paint over it.
    If it sticks, force it.
    If it breaks, well it wasn't working right anyway.
