Is my NTK in date?

Hi,
   I received an NTK yesterday (13th November) for an alleged offence on the 29th October and a parking charge date of 4th November.  The offence is stated as parking in a McDonalds car park for 76 minutes while visiting the restaurant which was over the 60 minutes allowed.  It was dark and no signs were noticed at the time. Mcdonald's simply say it is down to the parking company and they can't do anything to help.
Is the NTK valid or have they just scrapped in? Paragraph 9 of Pofa states 14 days but starting from the day after the offence.  Does that mean the 30th October is going to be day 0 or day 1?

    The ntk for anpr tickets should be served by Th 13 Nov

    A notice sent by post is assumed to have been served on the second working day after it was posted, i.e. must have been posted on or before Tues 11 Nov

    Await the claim form next year, which is ten times easier than any dodgy appeal stage!

    How does anyone know what date the letter was posted (genuine question)? I have received one today with a generic UK Mail printed frank on the front and no postmark. No date on it like they used to have to have in the good old days! It may show as issued, but that isn't necessarily the date it gets to the post room is it?
