Driving [Moving Traffic] Penalty Charge (Redbridge School Zone Violation)

Hi there, as the title states, I made a school zone violation. (Even more annoying that there isn't actually a school on said street, it's on the adjacent one).
It was under the assumption that because I was delivering a service to a house on the street I would be exempt. The Redbridge Council website states the following in the FAQ.

I contested the PCN with evidence of the service provided (a copy of the invoice that was given to the client). I thought this would have been a simple process as stated on their website. It was promptly rejected. It leaves me in a situation that purposefully does not want me to appeal via an adjudicator as my circumstance does not come under the grounds for appeal. Please see the highlighted areas below.



Any advice on how to navigate this would be appreciated. I think I will give the council a call tomorrow.

"Delivery and service vehicle" is not the same as a 'vehicle delivering a service'.
You therefore need the definition of a 'delivery or service vehicle' and demonstarte clearly how you fit that definition.1 -
